An average of 300 units have been permitted in the City annually since 2000, with 20 percent being multi-family units.  Residential permits in Linn County have averaged 550 per year since 2000, with the majority being single-family homes.  After experiencing some multi-family development prior to the 2008 recession, permitting has been relatively slow for the past decade.
