Erosion Prevention &
Sediment Control

The City of Albany intends to adopt an Erosion Prevention and Sediment Control (EPSC) program for this Fall/Winter to comply with state regulatory requirements. As provided in these proposed revisions to Title 12 of the Albany Municipal Code, this program is designed to “prevent the introduction of pollutants onto adjacent properties and rights-of-way, or into wetlands, drainageways, the municipal stormwater system, receiving waters, areas that include or contribute directly to the Waters of the state, and the environment.”

PROGRAM IMPLEMENTATION

The City of Albany, in conjunction with the City of Corvallis, held four public forums in September and October to provide information on the draft program, offer an educational opportunity on erosion prevention and sediment control, and answer questions and receive comments about Albany’s proposed EPSC program. Staff have summarized the public questions and comments in a report to the Albany City Council at the October 26th Council work session. A public hearing on the proposed program was scheduled for the November 18th City Council session. PLEASE NOTE: The public hearing has been postponed.

City staff are taking an opportunity to provide City Council with additional information on proposed changes to Albany Municipal Code Title 12 as it pertains to commercial connections to the stormwater system. Because these changes and the proposed EPSC program are both contained in Title 12, the proposed revisions will be presented concurrently to the Albany City Council. When the date for that public hearing has been established, it will be posted on this site.

EPSC Manual

The City of Albany’s EPSC Manual has been developed to provide technical guidance for the design, installation, maintenance, and inspection of temporary and permanent erosion prevention and sediment control “Best Management Practices” (BMPs). The manual is intended for use by site designers, developers, contractors, and inspectors during all disturbed earth activities. It is further intended as an educational tool for members of the public and individuals interested in erosion prevention and sediment control.
