Pruning of Trees
A healthy tree does not need to be pruned, but if pruning is needed, making correct cuts can improve tree health and appearance. The main reasons to prune trees are to remove dead or diseased wood, broken limbs, and to enhance the trees appearance. Incorrect pruning can harm tree health sending it into decline, or death, or make a tree ugly.

Pruning is a simple process that can be done easily by an individual. However, when significant cuts must be made the work is best left to a professional. A few basic pruning guidelines follow:
- Prune early in a tree's life so wounds are not as severe.
- Broken branches should be removed as soon as possible.
- Always prune at the branch collar; never leave a stub.
- Make lateral cuts back to a lateral branch.
A permit is required before any pruning of public street trees (Albany Municipal Code 7.98). Contact the City Forester’s Office with questions.
Do not top trees!
Topping of public trees, right of way trees, or heritage trees is illegal in the City of Albany
Utility Pruning
Private utilities such as electric, phone, and cable, require their systems be clear of obstructions. Not only do trees sometimes hinder system delivery, but can pose great risk to life and property if utility lines are not properly maintained. The electric utilities under contract in the Albany area are regulated by the Oregon Public Utilities Commission. This Commission enables utilities to prune trees. All utilities are required to maintain trees along their utility system using proper arboriculture standards. A permit from the City Forester’s Office is required prior to commencing work and in accordance with Albany Municipal Code 7.98.110. A few examples of proper utility clearance follow:
