Deliberation (7:15 p.m., Wednesday September 10, 2003, Council Chambers, City Hall). The City Council deliberated on all recommended amendments and adopted them as is. These amendments become effective October 10, 2003.

Public Hearing (7:15 p.m., Wednesday August 27, 2003, Council Chambers, City Hall). The City Council heard testimony on the recommendations of the Planning Commission on the North Albany Refinement Plan. To review the Planning Commission recommendations, go to Plan Documents.

Work Session (6:00 p.m., Wednesday August 13, 2003, Council Chambers, City Hall). In their final work session on the North Albany Refinement Plan, the Planning Commission deliberated on final provisions for cluster development. They adopted final recommendations and findings to forward to the City Council.

Work Session (6:00 p.m., Monday August 11, 2003, Council Chambers, City Hall). In their third work session on the North Albany Refinement Plan, the Planning Commission deliberated on August 11 for two hours. They made tentative decisions on Cluster Development and amendments to the Comprehensive Plan text and map.

Work Session (6:00 p.m., Monday August 4, 2003, Council Chambers, City Hall). The Planning Commission deliberated for three hours on August 4 in their second work session on the North Albany Refinement Plan. They made a tentative decision to recommend the zoning changes requested by the Post family. They also discussed Cluster Development provisions but did not conclude their deliberations.

Work Session (6:00 p.m., Monday July 7, 2003, Council Chambers, City Hall). The Planning Commission deliberated for two hours in their first work session on the North Albany Refinement Plan. This followed a four hour public hearing on June 30 and 51 pieces of written testimony. They made tentative decisions on neighborhood commercial nodes and zone changes to increase residential densities.

Public Hearing (6:00 p.m., Monday June 30, 2003, Council Chambers, City Hall). The Planning Commission held a public hearing on recommendations of the Plan. A notice of the hearing was mailed to all North Albany property owners. The Commission reviewed specific amendments to the Comprehensive Plan and Map, Development Code, and Zoning Map to implement the Plan.

The staff report provides some background, lists the review criteria, and provides initial findings in support of the proposed amendments. The findings will evolve through the public hearing process to reflect testimony and the decision-making process.

Work Session (4:00 p.m., Monday, June 9, 2003, Council Chambers, City Hall). The City Council and Planning Commission held in a joint work session to review the recommendations of the Plan. The Council and Commission made initial choices about what to include in proposed amendments to land use plans. The work session was open to the public, but the Council did not take comments from the audience.

Project Objectives

These are the objectives of the North Albany Refinement Plan:

  • Keep traffic on Highway 20 moving smoothly, and look for ways to delay its reaching capacity.
  • Plan land use to reduce auto use and encourage walking, biking, and using transit.
  • Plan for livable neighborhoods that include village centers.
  • Be creative with higher-density uses, to avoid expanding the Urban Growth Boundary.
  • Guide development in the right density and mix to meet housing needs and community preferences, and limit impact on City services.
  • Resolve water and sewer issues.
  • Guide development to respect floodplain, hillside, and wetland constraints.
  • Continue to involve citizens in decision-making.
