Electrical Standards

Every January the City of Albany Electrical Operating Plan is updated as required by OAR 918-308-0190, and a copy is submitted to the Building Codes Division. This plan meets the requirements of OAR 918-020-0090 (6) and can be found in Attachment 1 of this Operating Plan (Building Inspection Program).

DELEGATION OF AUTHORITY

  1. Automatic Extension for Current Enforcement Authority
    The City of Albany assumed enforcement and administration of the electrical safety program on July 1, 1996, under the authority of ORS 479.730 and 479.855.
  2. Local Jurisdiction Formation
    The City of Albany is a municipal corporation. The electrical safety program encompasses all areas within the City limits. The Building Official is Blaine Brassfield. The City employs two certified electrical inspectors (one A-level and one One and Two Family).
  3. Adoption and Update of Local Ordinance
    The State of Oregon Electrical Specialty Code and One and Two Family Dwelling Specialty Code are enforced through Title 18 of the City of Albany Municipal Code. The fees associated with the electrical safety program are adopted through Resolution 3582.
    The adopting ordinances are reviewed and updated annually as per OAR 918-300-400. Any proposed amendments to these ordinances will be forwarded to the Building Codes Division at least 30 days prior to public hearing, and any amendments and intended effective dates regarding OAR 918-300-150 (2)(b) to (j) will be forwarded to the Division at least 30 days prior to implementation as per OAR 918-300-410.
  4. Amendment of Existing Plan
    As per OAR 918-300-400 the City of Albany will annually review and update this operating plan including the provisions of OAR 918-300-140 and 918-300-150(2)(b) to (j).

REQUIREMENTS FOR CONTINUED DELEGATION

  1. Employment of "A" Level Electrical Inspector
    The City of Albany employs one full-time A-level electrical inspector. Also, the City of Albany contracts with Linn County on an "as needed" basis.
  2. Public Contact Procedure
    The electrical inspectors have established office hours of 8:00 - 9:00 a.m. and 4:30 - 5:00 p.m. each work day. Additionally, he is available via cellular telephone when a customer needs immediate assistance.
    The electrical inspector's office is located at City Hall, Building Division public service counter, 333 Broadalbin Street SW.
  3. Code Interpretations/Dispute Resolution
    The electrical inspectors are responsible for all initial interpretations of the Electrical Specialty Code. If there is an appeal of his decision, it is then reviewed by the Building Official. Further appeals are processed in accordance with ORS 479.853.

PLAN REVIEW AND PERMIT PROCEDURES

  1. Permit Sales Office
    The City's Building Division public service counter is open to the public from 8:00 a.m. to 5:00 p.m. each work day. Inspectors are available via telephone at 8:00 a.m. each work day. Electrical permits are available at the public service counter at any time during these hours. Additionally, permit applications may be mailed or faxed to the office.
  2. Electrical Plan Reviews
    Electrical plan reviews are conducted in accordance with OAR 918-320-300 through -345.
  3. Electrical Permits
    A copy of a City of Albany electrical permit application form is attached. (Application form attached to Operating Plan document.)
  4. Electrical Permit Issuance
    The procedures followed by City of Albany Building Division staff are in compliance with all applicable Oregon Administrative Rules and Oregon Revised Statutes.
  5. Minor Installation Labels
    The City of Albany offers a minor installation label program which complies with OAR 918-310-010 through 918-310-080.
  6. Master Permits
    The City of Albany offers the electrical master permit program as per OAR 918-260-350.

INSPECTION STANDARDS

  1. Minimum Standards for Adequate Electrical Inspections
    City of Albany electrical inspectors adhere to the standards established by the Oregon Electrical Specialty Code and OAR 918-300-100 through 918-302-040 when making electrical inspections.
  2. Mandatory Inspections
    The City of Albany considers the inspection of all the installations outlined in OAR 918-302-020 as mandatory. All of these types of installations are inspected, discrepancies are noted, and corrections are insured.
  3. Inspection of Secondary Considerations
    Installations for which electrical permits are required are inspected by the City of Albany in all cases. Because of our ability to provide "same day" inspections for most installations, no sampling technique as described in OAR 918-302-030 has been established.
  4. Inspections by Uncertified Individuals
    Persons not holding the appropriate certification from the Building Codes Division will not be allowed to conduct an electrical inspection on behalf of the City of Albany.
  5. Turnaround Time
    The City of Albany offers "same-day" electrical inspections for those inspections requested by 8:00 am. Those inspections requested after 8:00 am will be conducted on the following work day or sooner if possible.

ACCOUNTING AND DISPOSITION OF REVENUES

  1. Accounting
    All revenues collected under the electrical program are accounted for separate from other revenues. Any surplus electrical program revenues are carried forward to the next fiscal year.
  2. Disposition of Revenues
    The fees collected by the City of Albany for electrical plan reviews and permits are used solely for the administration and costs of the electrical safety program.
